Connecticut Legislature Moves Forward With Bill to Enact Regulations for Spray Foam Insulation

HARTFORD, CT–April 2, 2013–The Committee on General Law of the state of Connecticut has passed regulations directly affecting the spray polyurethane foam industry. The committee voted unanimously on March 12 to move forward with House Bill No. 5908, which was subsequently filed on March 26. The bill states that Connecticut shall adopt regulations to develop safety and certification standards for the spray foam insulation industry.

Prior to the vote, in February, the committee held a public hearing and then listened to testimony concerning the legislation. SPFA Technical Director Rick Duncan was among those to testify, clearly asserting the SPFA's support of the proposed regulations in light of the efforts the organization has made to develop its Professional Certification Program.

The Department of Consumer Protection (DCP) will work in concert with the Departments of Public Health or Energy and Environmental Protection to develop said standards. Specifically, the bill states the consumer protection commissioner will lead the effort by consulting with experts in spray foam insulation, as, "neither the DCP, nor the Departments of Public Health or Energy and Environmental Protection have expertise in all areas of the industry."
