Since 1994, the Performance Based Studies Research Group (PBSRG) at Arizona State University Del E. Webb School of Construction College of Engineering and Applied Sciences has researched and developed a tool to assist Clients/Owners in selecting high performing vendors, products, or services. The Performance Information Procurement System (PIPS) is a best-value selection process that can be used to purchase any type of product or service. The process has been tested on hundreds of projects, resulting in extremely high customer satisfaction (98%).

The PIPS best-value process provides clients with a tool to assist them in making an informed decision based on performance information (and not based solely on price or marketing information). The selection process has three major stages that include: identification of the potential best-value vendor, requiring the vendor to pre-plan, and forcing the vendor to manage the project using a risk minimization tool after the award has been made.
In 2005, the USCG hired an IDIQ contractor to perform roofing maintenance on a building located at Coast Guard Island Alameda (Oakland, CA). The roof was approximate 55,000SF, and the only requirement was to waterproof the roof for the longest possible period of time (within the provided budget). The IDIQ ran a best-value process to hire the highest performing roofing contractor within the USCG budget.
Various factors were analyzed, including: Past Performance Information on both the contractor and manufacturer, warranty information, cost, schedule, and a risk assessment of the project. Phoenix Coatings was chosen for the project through the program selection criteria.


Of particular interest is the level of pre-job planning and roof specimen physical testing that Phoenix Coatings performs. Laser transit analysis of the roof surface allowed them to map out high and low spots to properly fill and slope. They conducted roof wide moisture analysis using test gages to identify areas in need of further tear-off and maintenance before application.
