Mason,

I have a homeowner who asked if it would be OK if he sprayed borac acid on the rim joist before we foamed it. I figured it wouldn't be a problem with the foam, but wanted to ask an expert. Any thoughts?

Check out a small area first for a reaction and good adhesion. I am not aware of any problems but it is good to be cautious and safe. Spray a foot of foam about 2 inches thick, wait about 10 minutes and cut out a chunk, Check the foam interface with the substrate for weird foam cell structure, hairy like strands of foam, or poor adhesion. Also ask your foam supplier for their opinion and recommendation. They may recommend a primer.

In GA code requires a borate treatment to the bottom 24" of all wood walls for termite treatment. We have been spraying over it for several years now with no problem.
Just make sure it's completely dry,that usually takes a full 24 hours.The borate will stay tacky for a while,even when it appears dry.
