Simply put, the terminal had a water problem: there was too much of it, and it wasn’t where it should have been.

“If you took a walkthrough the terminal a year ago or so, you’d see tarps hanging from the ceiling,” said Mike Tortora, who is a project manager at D’Onofrio General Contractors Corporation (DGCC).

The Central Terminal Building at LaGuardia International Airport (LGA), also known as Terminal B, had been prone to leaking in certain areas. The problem had become a nuisance to passengers, tenants, employees – everybody involved with the airport’s operation.
